Development of MSMEs in Depok City faces the problem of the absence of an integrated institutional framework, as indicated by the separation of development functions among regional apparatuses, weak cross-agency coordination, and the lack of an integrated MSME data system. This situation is important and strategic because, although MSMEs contribute around 60% to GRDP and their number has increased from 5,609 units (2021) to 12,245 units (2024), the quality and competitiveness of enterprises have not developed optimally due to program duplication, budget inefficiency, and poorly targeted policies. To address these issues, it is recommended to design an integrated institutional framework for MSME development by merging MSME, industry, and trade functions into a single regional apparatus, supported by strengthened cross-agency coordination and the development of an integrated data system. Implementation of this solution is carried out by the Regional Secretariat and related regional apparatuses such as the Office of Cooperatives and MSMEs and the Office of Trade and Industry.
